城市风貌规划编制与规划实施的若干思考 ——以铜仁市思南县中心城区城市风貌规划为例
Reflection on the Compilation and Implementation of Urban Landscape Planning: A Case Study of the Urban Landscape Planning of Sinan County Central District, Tongren

摘要: 重点思考中心城区风貌规划编制如何能够更加契合当下以建设人民城市为目标、城市公共空间环境精细化提升的城市更新改造需求。以贵州省铜仁市思南县中心城区风貌规划编制为例，探讨规划实施过程中具有创新性和差异性的方法经验，区别于传统的以“景”为出发点的风貌规划体系，结合“人民城市建设”的目标向导，提出以“人”为出发点的风貌规划体系，即“一底四象”城市风貌构筑框架体系。基于城市风貌规划编制的亲民性和合理性的探索，以期为国内其他地区同类型规划的编制起到参考作用，为建设人民城市提供新的规划工作思路。
Abstract: This paper focuses on how the central city landscape planning can be more in line with the needs of urban renewal and transformation to build a people's city and improve urban public space environment. By reviewing and summarizing Sinan County central city landscape planning ideas, planning strategies and planning implementation process with innovative and different practice experience, combined with the goal of "people's city construction", this paper puts forward a landscape planning system based on "people". That is to build a framework system of "one base and four images" urban landscape, which is different from the traditional landscape planning system. This paper is a summary of the exploration of the affinity and rationality of urban landscape planning under the background of building a people's city, in order to provide references for other areas of the same type, and provide new planning ideas for the construction of the people's city.
