基于市级“双评价”优化的县级城镇开发边界试划研究——以《溧阳市国土空间总体规划(2020—2035年)》编制实践为例

摘要: 资源环境承载能力和国土空间开发适宜性评价(以下简称“双评价”)是各级国土空间规划编制的前提和基础,而针对县级国土空间规划尚未明确开展“双评价”的技术要求。市级“双评价”应用于县级城镇开发边界划定往往存在诸多问题。以江苏省溧阳市国土空间规划编制实践为例,提出以市级“双评价”优化为基础研判、以发展需求和战略意图为校核补充的县级城镇开发边界合理划定路径,旨在研究市级“双评价”与县级城镇开发边界划定的关系,进一步提升县级国土空间规划编制的科学性和可操作性。

Abstract: The evaluations of resources and environment carrying capacity and territorial space development suitability (referred to as "double evaluations") are the prerequisites and foundations of compilation on territorial spatial planning at all levels. However, technical requirements for "double evaluations" have not been specified for territorial spatial planning at the county level. There truly exist many problems about "double evaluations" at the city level applying to the demarcation of urban development boundary at the county level. The paper takes the practice of territory spatial planning of Liyang as an example, proposing a reasonable delineation path for demarcation of urban development boundary at the county level based on the foundational judgement of "double evaluations" optimization at the city level and supplement of development requirements and strategic intention. The paper aims to investigate the coupling relationship between "double evaluations" optimization at the city level and demarcation of urban development boundary at the county level so as to promote the scientificity and operability of compilation on territory spatial planning at the county level.
