上海嘉北郊野公园规划过程中的几点思考

摘要: 为响应“十八大”生态文明建设要求，落实“创新驱动、转型发展”战略，推进上海市生态网络构建，2012年上海市开展了郊野公园的规划研究工作。嘉北郊野公园作为近期试点之一，在规划设计过程中为充分体现公园的地方特色，加强公园后续实施的可操作性，在结合国外成功经验和自身条件的基础上，着重针对前期规划设计中的“四个关系”和后续实施建设所涉及的“两个保障”进行了一定的思考与研究，即生态效益与游憩需求的关系、耕地保护与生态景观塑造的关系、文化传承与特色体现的关系、保留与动迁的关系，以及建设资金保障、农民收益保障。
Abstract: The research on the planning of country park started in Shanghai in 2012, in response to “Ecological Civilization” and “Innovation-driven Development”. As a pilot project, Jiabei Country Park emphasizes the importance of “Four Relations in Planning” (the relation between eco-efficiency and leisure-demand, the relation between farmland-protection and landscape-shaping, the relation between cultural heritage and regional specialties, the relation between relocation and retention) and “Two Securities of Implementation”(the security of construction funds, the security of farmers’ income) on the basis of combining successful experiences abroad and self-condition, so as to refect the regional specialties and enhance the operability.
