基于居民需求特征的城市社区公共服务设施规划实施策略研究——以南京市江北新区顶山街道为例
Research on the Implementation Strategy of Urban Community Public Service Facilities Planning Based on Residents' Demand Characteristics: A Case Study of Dingshan Sub-district, Jiangbei New District in Nanjing

摘要: 随着我国城市化步入成熟期，城市各级社区均配置了相应规模的公共服务设施。除必要的行政服务、医疗卫生等功能外，各社区在区位条件、用地类型、人口结构等方面存在较大差异，对公共服务的功能需求不尽相同。这对社区公共服务设施的规划实施层面提出精细化的要求。选取江苏省南京市江北新区顶山街道为研究对象，在现状要素分析的基础上，将社区分为传统街坊式、过渡演替式、中低收入商品房和高收入商品房4种类型；以居民为主体展开使用需求调查；并从“规划—建设—管理”3个阶段提出不同类型社区公共服务设施的规划实施策略。
Abstract: As China's urbanization has entered the mature period, communities at all levels in the city have been equipped with a corresponding scale of public service facilities. In addition to the necessary administrative services, medical and health functions, communities have large differences in location conditions, land use types, and population structure, which requires different functional public services and more refined requirements for the planning and implementation of community public service facilities. This paper selects Dingshan Sub-district, Jiangbei New District in Nanjing as the research object. On the basis of current situation analysis, it divides communities into four types: traditional neighborhood style, transitional style, middle-low-income commercial housing and high-income commercial housing. The paper carries out a demand investigation of residents and puts forward planning and implementation strategies of different types of community public service facilities from three stages of "planning-construction-management".
