农村住区选址评价体系及应用研究——以浙江省安吉县皈山乡为例

摘要: 农村住区选址的科学性与合理性对于农村人居环境可持续发展意义重大。归纳了目前我国农村住区选址的问题与挑战,针对与农村住区选址密切相关的影响因素,进行了隶属度分析并确定评价指标。根据我国农村居民生产、生活的需求层次,构建了由基本保障到全面发展的、从低到高的选址评价指标框架,提出了相应的评价指标体系,并按照不同的类型及特性进行重组分类,分别采用GIS和层次分析法进行评价。该评价体系结合浙江省安吉县皈山乡乡域规划予以实践应用,为空间管制规划和村庄迁并规划提供决策支持。

Abstract: The science and rationality of site selection of rural settlements have great significance for sustainable development of rural human settlements in China. Combining the preliminary research on the subject, this paper summarizes the current problems and challenges of site selection of rural settlements. Based on the analysis of influencing factors which are closely related the site selection, the paper studies the subjection degree and determines the evaluation index, formulating the evaluating framework of site selection that reflects the layers of demand of rural working and living from basic need to overall development. By using GIS and AHP methods, the paper gives further evaluation to the cluster of index system, based on the case of Jisan Township in Zhejiang Province, in order to give the support of decision making in terms of the layout of rural settlements and spatial planning.
