The Development and Implications of Hong Kong's Temporary Social Housing: A Temporary Urbanism Perspective

摘要: 我国超大特大城市的中心城区普遍面临房价高企和土地资源紧张的双重问题，在扩大保障性住房供给的政策背景下，
亟需创新空间利用方式和探索多渠道的供给模式。近年来，香港面对高房价引发的管治危机，积极探索“临时”保障
性住房建设，以应对常规运作下的公共租赁住房（公屋）供给不足的问题。“临时性”作为一种时空整合策略，可增加
住房供给、提升公共产品供给效率、促进多元主体参与，是保障住房体系多元化发展的一种新思路。从临时城市主义视
角出发，梳理香港“临时”保障性住房的政策背景和发展历程，在空间利用和住房供给两方面将传统公屋与两类“临
时”保障性住房（过渡性房屋和简约公屋）进行对比分析；进而讨论“临时性”作为时空整合策略在住房供给中的
应用与效益。
Abstract: Chinese megacities face dual challenges of escalating housing prices and limited developable land resources. While central
policies aim to increase affordable housing supply, innovative space utilisation and diverse provision channels are urgently
needed. Hong Kong, grappling with a housing-induced governance crisis, has been exploring "temporary" social housing solutions to address shortages in traditional public rental housing. We posit that temporality, as a spatiotemporal strategy, can
increase housing supply, enhance public service provision efficiency, and promote diverse stakeholder participation, offering
a fresh perspective for the diversification of China's social housing system. This paper examines Hong Kong's "temporary"
social housing initiatives through the lens of temporary urbanism by reviewing their policy contexts and development trajectories. We compare traditional public rental housing with two temporary schemes – transitional housing and light public
housing – in terms of the temporary use of space for project delivery and temporary supply of social housing, based on which
we offer policy implications on the application and benefits of temporality as a spatiotemporal integration strategy.
