城市新区城乡社区的转型特征、方式和治理路径 ——以成都东部新区为例

摘要: 城乡社区发展治理是国家治理的重要组成和抓手。在城市新区快速城镇化与“农民变居民、农村变社区”的背景下， 以四川省成都市东部新区为例，结合新区城乡社区现状特征和新区未来发展方向，分析并总结其城乡社区的转型原因 与特征。基于现状社区不规则边界和转变后社区边界相对规整的差异，探索城乡社区类型转变方式，并尝试提出新区 城乡社区边界优化方法。探讨城市新区城乡社区转型和提升发展的治理路径，以期为新时代城市新区城乡社区发展提 供参考。
Abstract: Urban and rural community development governance is an integral part and important lever of national governance. Based on the background of rapid urbanization in urban new areas and the process of "farmers becoming residents, rural areas becoming communities", this article takes the Eastern New Area of Chengdu as an example, combines the current characteristics of urban and rural communities in the new area with the future development direction, and analyzes and summarizes the reasons and characteristics of the transformation of urban and rural communities in the new area. Based on the differences between the irregular boundaries of the current community and the relatively regular boundaries of the transformed community, this study explores the transformation methods of urban and rural community types, and attempts to propose optimization methods for the boundaries of urban and rural communities in new areas. On this basis, this paper explores the governance path for the transformation and improvement of urban and rural communities in new urban areas, in order to provide references for the development of urban and rural communities in the new era.
