Urban Renewal Oriented by Resilience Strategy: Singapore's Practice and Enlightenment

摘要: 城市更新是对城市空间形态和功能的整治提升,也是协调多方群体以实现局部地区新发展愿景的城市治理过程,包括 能够降低城市因高强度开发、物质性老化、功能性衰退造成的高脆弱性,可以强化社会机能组织、提升居民自主性与智 慧性,为应对不确定风险和提高城市韧性做出贡献。基于韧性视角,从“系统”“行动者”“制度”3个方面剖析新加坡韧 性城市更新思路,探究通过城市更新增进城市韧性的可能途径。研究表明,新加坡韧性更新旨在增进城市系统的灵活 性、多样性、冗余性,提升行动者的学习能力、协作性、智慧性,并在制度体系方面明晰权利、透明决策、有效沟通和推进 创新应用。这些经验对我国的城市更新和韧性建设具有启示意义。

Abstract: Urban renewal is the process of improving the spatial form and function of the city, as well as a city governance process that coordinates various groups to achieve a local vision of new development. It includes measures that can reduce the high vulnerability of the city caused by high-intensity development, material aging, and functional decline, and can strengthen social function organization, enhance residents' autonomy and wisdom, and contribute to addressing uncertain risks and improving urban resilience. Based on the resilience perspective, this article analyzes the resilient urban renewal strategy of Singapore from the perspectives of "system", "actors", and "institutions", exploring possible ways to enhance urban resilience through urban renewal. The study shows that Singapore's resilient urban renewal aims to enhance the flexibility, diversity, and redundancy of the urban system, improve the learning ability, cooperation, and wisdom of actors, and clarify rights, transparently make decisions, effectively communicate, and promote innovative applications in the institutional system. These experiences have implications for China's urban renewal and resilience construction.
