Study on the Main Impacts of Territorial Spatial Planning on Urban Bio- diversity and Planning Enhancement Strategies

摘要: 在推进美丽中国和生态文明建设的背景下,保护城市生物多样性日益重要。目前国土空间规划中存在着生物多样性保 护目标认识、价值理念和策略方法等方面不足的问题。为进一步加强生物多样性和国土空间规划的跨领域关联衔接并 提供规划应对思路,分析生物多样性本身的层次与尺度特征以及目前我国城市规划对生物多样性的影响,并进一步探 索国土空间规划对城市生物多样性的影响领域及要素。最后提出保护生物多样性的国土空间规划策略,包括构建保护 生物多样性的国土空间规划策略框架,并提出总体层面和详细层面的规划策略,以期为国土空间规划中生物多样性保 护方面的工作提供参考。

Abstract: The protection of urban biodiversity is increasingly important in the context of the construction of Beautiful China and Ecological Civilization. Currently, there are deficiencies in biodiversity conservation objectives, values and strategies in territorial spatial planning. In order to further strengthen the connection between biodiversity and territorial spatial planning, and to provide planning response ideas, this paper analyzes the hierarchy and scale of biodiversity, as well as the current research on the impact of urban planning on biodiversity in China. It further explores the main sectors and key elements of territorial spatial planning impact on urban biodiversity, and then proposes urban territorial spatial planning strategies for biodiversity conservation, including developing a strategic framework, and proposing planning strategies at the general level and the detailed level, with a view to providing a reference for the work on biodiversity protection in territorial spatial planning.
