超大城市保障性租赁住房空间治理优化研究 ——以上海市为例
Study on Spatial Governance Optimization of Affordable Rental Housing in Megacities: A Case Study of Shanghai

摘要: 发展保障性租赁住房关系到城市空间生产与空间权益分配，其空间治理优化对解决超大城市住房突出问题具有重要 意义。在文献综述的基础上，分析超大城市保障性租赁住房空间治理的内涵、原则与框架，探讨其中的重要关系。以上 海市为例，分析超大城市保障性租赁住房空间治理特征与问题，即数据基础相对薄弱、规划传导管控不足、协同机制有 待完善、空间政策有待加强。最后提出强化住房调查与需求研究、完善规划传导与评估、优化数字化协同机制、探索分 区差异化政策等对策建议。
Abstract: The development of affordable rental housing is related to the production of urban space and the distribution of spatial rights and interests, and the optimization of its spatial governance is of great significance to solve the housing challenge in megacities. On the basis of the literature review, this paper analyzes the connotation, principles and framework of spatial governance for affordable rental housing in megacities, and discusses the important relationships among them. Taking Shanghai as an example, the paper analyzes the characteristics and problems of spatial governance of affordable rental housing in megacities, namely, relatively weak data foundation, poor planning articulation and control, incomplete coordination mechanism, and insufficient spatial policies. Finally, it puts forward countermeasures and suggestions such as strengthening housing survey and demand research, improving planning transmission and evaluation, optimizing digital coordination mechanisms, and exploring differentiated spatial policies.
