上海市乡村社区公共文化服务标准研究
A Study on Public Cultural Service Standards for Rural Communities in Shanghai

摘要: 在乡村社区生活圈建设背景下，探索上海乡村社区公共文化服务标准制定的基本思路和设计要点。针对当前上海乡村 公共文化服务体系存在的活动场所建成后运营能力较弱、适应乡村特点和村民需求的文化供给较少、农文旅融合发展 的个性化机制路径不完善等问题，通过对比研究已有标准经验，探索共享乡村社区公共设施并重新定义社区角色内 涵，在标准制定上重点进行3方面探索：一是积极顺应集群化发展趋势，统筹布局动静设施；二是紧密结合数字化生活 方式，实现服务精准供给；三是引导构建文化化运维模式，联结社区文旅产业。以期为乡村社区公共文化服务标准研究 提供借鉴。
Abstract: Under the context of rural community life circle construction, this study explores the fundamental principles and design priorities for establishing public cultural service standards in Shanghai's rural communities. It discusses current challenges in Shanghai's rural public cultural service system, including weak operational capabilities of constructed activity spaces, insufficient cultural offerings tailored to rural characteristics and villagers' needs, and underdeveloped personalized mechanisms for integrating agriculture, culture, and tourism. By conducting comparative studies of existing standards and experiences, sharing public facilities in rural communities, and redefining the role and essence of communities, the research focuses on three key areas of exploration in standard formulation: (1) proactively adapting to cluster-based development trends through coordinated planning of facilities; (2) deeply integrating with digital lifestyles to achieve precise service delivery; (3) guiding the establishment of culturalized operation and maintenance models that link community cultural resources with tourism industries. This paper aims to provide a reference for research on public cultural service standards in rural communities.
