可持续城市更新的规划与政策支撑——《支持城市更新的规划与土地政策指引（2023版）》解读
The Planning Formulation and Policy Integration in Urban Regeneration: Interpretation of Guidelines for Planning and Land Policies Supporting Urban Regeneration (2023 Edition)

摘要: 党的二十大以来，我国发布了多项关于城市更新的政策文件，并提出要“建立可持续的城市更新模式和政策法规”，这 对新时代的城市发展方式转型具有重大指导意义。国土空间规划、城市更新专项规划、规划与土地政策作为构建城市更 新模式与机制及推进城市高质量发展的基础和支撑，亟需优化和完善。对自然资源部2023年发布的《支持城市更新的规 划与土地政策指引（2023版）》的主要内容进行解读，结合参与编制该政策文件过程中的理解和认识，侧重对国土空间 规划与城市更新的关系以及国土空间规划编制和规划与土地政策如何适应城市更新的特点进行阐述，同时提出对规划 管控的进一步思考，以期帮助读者理解该政策文件编制的背景、核心思想、具体要求和规划工作的方向，并应用于城市 更新相关的规划和政策创新探索中。
Abstract: Since the 20th National Congress of the CPC, the central government has issued multiple policy documents on urban renewal and proposed to "establish a sustainable urban regeneration model and policies and regulations," which has guiding significance for the transformation of urban development methods in the new era. National territory spatial planning, urban renewal sector planning, and planning and land policies serve as the foundation and support for constructing urban regeneration models and mechanisms and promoting high-quality urban development. This article interprets the main contents of the Guidelines for Planning and Land Policies Supporting Urban Regeneration (2023 Edition) distributed by the Ministry of Natural Resources in 2023. Based on the understanding and insights gained during the process of compiling this policy document, this paper delves into the relationship between national territory spatial planning and urban regeneration, and how national territory spatial planning formulation and planning and land policies can be adapted to the characteristics of urban regeneration. The objective is to comprehend the background, core ideas, specific requirements, and direction of planning work, and to apply it to the planning and policy innovation related to urban regeneration.
