摘要: 系统梳理了可持续城市更新的全周期特征，提出可持续的城市更新模式可根据其内在逻辑扩展为理念、制度和规划3个维度 的框架体系。理念维度上应转变价值观念，平衡城市经济发展与民生保障；制度维度上应重构可持续的更新政策环境和多主 体的工作组织模式；规划维度上应重视更新规划体系的转型和多专业协同的技术方法创新。结合上海的实践工作，总结在组 织机制构建、规划方法转型、政策法规创新和专项行动实践等方面的具体举措，提出未来上海城市更新工作需进一步平衡多 方利益、提升社会包容性、强化资源统筹和数字化治理，以期为超大特大城市可持续更新模式提供借鉴。
Abstract: This paper systematically examines the full-cycle characteristics of sustainable urban regeneration, Shanghai's practical framework, and optimization pathways. It proposes that sustainable urban regeneration models can be expanded into a three-dimensional framework system encompassing concepts, institutions, and planning based on their inherent logic. The conceptual dimension should shift value perspectives to balance urban economic development with the safeguarding of people's livelihoods. The institutional dimension should reconstruct a sustainable policy environment for regeneration and establish a multi-stakeholder work organization. The planning dimension should prioritize the transformation of the regeneration planning system and the innovation of multi-disciplinary collaborative technical methods. Drawing on Shanghai's practical experience, the paper summarizes specific measures in organizational mechanism building, planning methodology transformation, policy and regulation innovation, and specialized initiatives. It further suggests that Shanghai's future urban regeneration efforts need to better balance diverse interests, enhance social inclusivity, strengthen resource coordination, and advance digital governance, thereby serving as a model for sustainable regeneration in megacities and large cities.
