摘要: 在积极应对人口老龄化的国家战略背景下,适老化改造事关国家发展全局、亿万百姓福祉和社会和谐稳定,是新时期 实施城市更新行动的重要组成部分。基于对国外适老化改造成果的梳理,结合我国老龄化和城镇化发展的总体趋势, 对新时期城市建设的现实挑战和老龄人群的多元需求进行研判,剖析两者的关联性。结合国内外适老化改造成功案 例,总结并归纳形成适合我国新时期城市更新实践工作的适老化改造策略,提出实施保障体系,以期为支撑城市管理 者科学决策、推进城市更新工作和老龄事业高质量发展提供参考。

Abstract: Under the national strategy of actively responding to population aging, age-friendly transformation is a critical issue that concerns the overall national development, the well-being of hundreds of millions of residents, and social harmony and stability. It constitutes an essential component of the urban renewal initiative in the new era. Based on a review of international achievements in age-friendly transformation and combined with the overall trends of aging and urbanization in China, this study conducts a comprehensive analysis of the practical challenges in urban development and the diverse needs of the elderly population. It further explores the interconnections between these two aspects. By drawing lessons from successful domestic and international cases of age-friendly transformation, this research summarizes and synthesizes strategies that are tailored to the practices of urban renewal in China's new era. Additionally, it proposes an implementation safeguard system to support informed decision-making by urban managers, promote the steady and orderly advancement of urban renewal, and foster the high-quality development of elderly-related affairs. This work aims to provide valuable references for policymakers and practitioners in this field.
