城市更新背景下创新街区营造机制探索 ——以上海市长宁区武夷路街区为例

Exploring the Development Mechanism of Innovation Districts in the Context of Urban Regeneration: A Case Study of the Wuyi Road Neighborhood in Changning District of Shanghai

摘要: 面对超大特大城市高密度城区空间资源紧约束、产权复杂、功能适配难等挑战,以上海市长宁区武夷路街区的更新实践为 例,探讨城市更新背景下创新街区的营造机制。通过多层次规划引领、空间—功能—生态一体化营造、弹性政策工具组合及 多元主体协同,构建“科技回归都市”可实施路径。提出有效的制度机制设计是实现空间载体低成本转化、创新要素高效 集聚、产业链与空间链深度融合的关键,为我国超大特大城市中心城区以城市更新为抓手,建设创新街区、培育新质生产力 提供了可复制的制度范本与实践启示。

Abstract: In response to challenges such as tight spatial resource constraints, complex property rights, and difficulties in functional adaptation within high-density urban areas, this paper takes the Wuyi Road Neighborhood of Shanghai's Changning District as an example to explore the development mechanism of innovation districts in the context of urban regeneration and constructs an implementable path for "the return of sci-tech innovation to the city center" through multi-level planning guidance, integrated creation of space-function-ecology, a combination of flexible policy tools, and multi-stakeholder collaboration. This paper proposes that effective institutional mechanism design is the key to achieving low-cost transformation of spatial carriers, efficient agglomeration of innovation factors, and deep integration of industrial chains with spatial chains. It provides a replicable institutional model and practical insights for major Chinese cities to use urban renewal as a means to build innovation districts and cultivate new quality productive forces in central urban areas.
