上海远郊乡镇低效用地整治策略研究

摘要: 针对超大城市远郊乡镇面临的规模紧缩、产业薄弱、人口流失和老龄化、建设用地使用粗放等问题，探索其在土地综合 整治中的低效用地整治策略。通过分析远郊乡镇低效用地的类型分布与形成原因，结合上海郊区土地综合整治的实践 案例研究，创新性地构建以“规划—实施—运营”为核心的低效用地整治全链条机制，并提出与之配套的空间优化、 政策创新与技术支撑的整治策略体系。研究指出，低效用地整治应从单一项目思维转向全生命周期管理，通过“规划— 实施—运营”的结构性联动，实现土地资源盘活与城镇发展的良性互促。丰富土地精细化管理的理论框架，以期为上 海及其他超大特大城市远郊乡镇盘活存量空间、推进城乡高质量发展提供路径参考。
Abstract: This study focuses on the problems faced by suburban townships in mega cities, such as scale contraction, weak industries, population loss, aging, and extensive use of construction land, and explores strategies for consolidating inefficient land in the context of comprehensive land consolidation. Through an analysis of the spatial distribution and underlying causes of inefficient land use in suburban townships, combined with empirical case studies from Shanghai’s suburbs, this paper innovatively constructs a full-chain mechanism for inefficient land improvement with “planning implementation operation” as the core. A corresponding strategy system for spatial optimization, policy innovation, and technical support has been proposed. Research suggests that the remediation of inefficient land use should shift from a singular project-oriented mindset to full lifecycle management, and a mutually beneficial relationship between land resource utilization and urban development can be achieved through a structural linkage of “planning - implementation - operation”. By enriching the theoretical framework of refined land management, this paper aims to provide a reference for revitalizing existing land use and promoting high-quality urban-rural development in suburban townships of Shanghai and other megacities.
