厦门市总体规划编制与实施的互动演进研究 ——历史制度主义的视角
On the Interaction and Evolution of the Formulation and Implementation of Xiamen’s Master Plan: A Historical Institutionalism Perspective

摘要: 论述厦门近40多年总体规划在制度背景、编制实践和实施成效方面的历程，指出总体规划经历了“以蓝图规划构建城 市格局，引领城市建设”“以综合规划引导城市空间拓展，进行增长管理”“以空间规划面对空间治理，提升治理效力” 的演进。同时，借鉴历史制度主义理论，从关键节点、成熟路径、制度变迁等概念出发，剖析厦门总体规划实施过程中发 生的制度层叠、制度转换模式，以及新时期国土空间总体规划的制度替代模式，认为应深入制度逻辑和演进机制中，从 规划编制和实施中汲取经验、总结规律，针对我国城市治理转型，在国土空间总体规划的未来演进和实施变迁中，探索 规划制度和规划决策的优化更迭，更好地发挥规划作用，推动国土空间规划的实施。
Abstract: This article examines the institutional background, formulation practices, and implementation outcomes of Xiamen’s urban master planning over the past 40 years. It highlights the evolution of the plan through three key stages: using blueprint planning to shape the urban structure and guide urban development and behavior, using integrated planning to steer urban spatial expansion and manage growth, and using spatial planning to address spatial governance and enhance governance efficiency. Additionally, drawing on historical institutionalism, the article analyzes the layered and transformative models that emerged in the implementation of Xiamen’s master plan, through the lenses of key junctures, path dependence, and institutional change. It also explores alternative models for national spatial planning in the new era. The article suggests that a deeper understanding of institutional logic and evolutionary mechanisms is necessary to summarize the evolution of master planning. In light of China’s ongoing urban governance transformation, it emphasizes the need to optimize and adapt planning systems and decision-making processes during the implementation of land spatial planning to better harness the power of planning to guide sustainable urban development.
