政策网络视角的城市更新决策机制研究* ——以上海市外滩滨水区综合改造工程为例
Urban Regeneration Decision-Making Mechanisms from a Policy Network Perspective: A Case Study of the Comprehensive Redevelopment of the Shanghai Bund Waterfront

摘要: 城市更新因涉及多主体协同而面临复杂的公共决策，政府在其中发挥着重要作用。探究政府部门间博弈与合作的运作 机理，基于政策网络与合作博弈理论，以上海外滩滨水区综合改造工程为例，构建“公众参与和部门协商双轮驱动” 的解释框架。部门协商通过部门间及政府部门与市场主体的非程式化协调，将区域发展诉求与城市整体战略目标整 合；公众参与通过媒体报道、方案展示和公众投票等方式，创造了信息透明的决策环境。最终促成项目在高风险与高时 间压力下顺利实施，对深入把握部门决策的内在逻辑与城市治理协同机制具有重要意义。
Abstract: Urban regeneration involves complex public decision-making processes necessitating multi-stakeholder collaboration, with the government playing a pivotal role. Drawing on policy network and cooperative game theories, this study takes the comprehensive redevelpoment of the Shanghai Bund waterfront as an example and develops a “dual-drive” explanatory framework—driven by public participation and interdepartmental negotiation—to explore the mechanisms of intergovernmental bargaining and cooperation. Interdepartmental negotiation, through non-procedural coordination among government departments and between government and market actors, integrated regional development demands with the city’s overall strategic objectives. Public participation, through media coverage, design exhibitions, and public voting, enhanced transparency within the decision-making process. Through these interactions, the project was ultimately implemented successfully amidst high risks and tight time constraints, which contributes to a deeper understanding of decision-making logics and the collaborative mechanism of urban governance.
