美国城市食物系统治理中空间规划应对经验及启示
Experience and Enlightenment of Spatial Planning in Urban Food System Governance in the United States

摘要: 食物是人类生活的基本要素。现代食物系统面临一系列问题与挑战,自20世纪末以来,逐渐成为美国重要的规划议题, 并在纽约、洛杉矶等城市付诸实践,取得一定进展。而在我国,国土空间规划对于食物系统的关注相比住房、交通等传 统专项而言始终较少。研究基于对“食物系统”概念的认识,首先,梳理了美国将食物系统治理纳入城市规划的历程, 并分析其中空间应对的主要思路;其次,结合多个城市案例总结空间应对的具体策略;最后,结合我国食物系统的转型 动态,提出国土空间规划支持构建一个健康包容、高效韧性、活力繁荣和绿色低碳的食物系统的建议。
Abstract: Food is an essential element of human life. The modern food system is facing a series of problems and challenges, which have become significant planning issues and have been put into practice in the United States since the late 20th century. However, territorial spatial planning has historically paid less attention to food systems compared to traditional specific systems in China. Firstly, the process of incorporating food system into urban planning in the United States is sorted out on the basis of establishing the concept of “food system”. Secondly, the specific countermeasures are sorted out. Finally, combined with the transformation dynamics of the food system in China, suggestions for territorial spatial planning to support the construction of a sustainable food system are put forward.
