城市产业园区高品质规划建设初探——以上海临港产业园区为例

摘要: 制造业是上海建设“五个中心”及服务国家“双循环”战略的重要支撑，产业空间则是城市空间的关键组成部分，当前 上海产业园区面临空间集约化与产业高质量发展的双重需求，亟需探索高品质规划建设路径。结合上海产业园区的发展 历程与导向，探讨城市产业园区未来的发展趋势与高品质规划建设内涵。并以上海临港产业园区为例，回顾总结其在高 品质规划建设方面的若干探索。作为高起点规划、高标准建设的产业园区，其在规划建设上的实践具有鲜明的探索性特 征，具体体现为3个方面：在空间规划设计方面适应新技术发展需求，在公共环境营造方面促进产城人共生，在用地规划 方面契合全生命周期管理等，为相关研究与规划工作提供启发。
Abstract: The manufacturing industry serves as an important support for Shanghai’s construction of “Five Centers” and the “dual circulation” strategy, and industrial space constitutes a key component of urban space. Currently, Shanghai’s industrial parks face the dual demands of spatial intensification and high-quality industrial development, requiring exploration of high-quality planning paths. Combining the development history and orientation of Shanghai’s industrial parks, this paper discusses the future development trends and the connotation of high-quality planning and construction of urban industrial parks. Taking Shanghai Lin’gang Industrial Park as an example, this paper reviews and summarizes its explorations in high-quality planning and construction. As an industrial park with high-standard planning and construction, its practices exhibit distinctive characteristics, specifically embodied in three aspects: adapting to new technology development, promoting the symbiosis of industry, city, and people in public environment, and aligning with full lifecycle management in land use planning. This paper aims to provide inspiration for related research and planning.
