摘要: 超大城市发展面临多重不确定性,传统静态规划模式难以适配城市高质量发展的新需求,规划的适应性调整成为破解 这一困境的核心导向,而总规评估与动态维护的协同推进正是实现这一导向的关键路径。通过文献综述,系统梳理总 规评估与动态维护协同推进的理论基础、研究进展和现存瓶颈,进而构建以“监测—评估—维护—反馈”逻辑闭环为 总体架构、以“数据诊断—实施评价—战略响应”为评估分析结构、以“从战略目标到治理行动”为动态维护穿透路 径、以“多方协同、广泛动员”为工作保障机制的研究框架。在此基础上,以“上海2035”总体规划评估和动态维护为 案例,阐释上海以动态适应为导向的递进式评估技术方法,探索以评估结论为支撑优化维护方案、以维护方案为引领 谋划治理行动的系统性实践,为超大城市国土空间规划实施评估与动态维护协同推进提供理论参考与实践借鉴。

Abstract: The development of megacities is confronted with multiple uncertainties. Traditional static planning paradigms are increasingly inadequate for meeting the new demands of high-quality urban development. Adaptive planning adjustment has become the core imperative to address this dilemma, and the coordinated advancement of master plan evaluation and dynamic maintenance represents the key pathway to realizing this orientation. Through systematic literature review, this paper examines the theoretical foundations, research progress, and existing bottlenecks of coordinated master plan evaluation and dynamic maintenance. It then constructs a research framework, comprising a “monitoring-evaluation-maintenance-feedback” logical closed loop as the overall architecture, a “data diagnosis-implementation assessment-strategic response” structure for evaluation analysis, a “from strategic goals to governance actions” implementation pathway for dynamic maintenance, and a working guarantee mechanism characterized by “multi-party coordination and extensive mobilization.” Empirically, taking the evaluation and dynamic maintenance of the “Shanghai 2035” Master Plan as a case study, this paper elucidates Shanghai’s progressive evaluation techniques oriented toward dynamic adaptation, and explores the systematic practice of using evaluation conclusions to positively optimize maintenance schemes and using maintenance schemes to guide governance actions, thereby providing theoretical reference and practical insights for promoting the coordinated advancement of territorial spatial planning implementation evaluation and dynamic maintenance in megacities.
