国土空间总体规划动态维护机制建构思考*
Reflections on the Construction of a Dynamic Maintenance Mechanism for Territorial Spatial Master Planning

摘要: 国土空间总体规划动态维护是制度、行政与技术3个维度协同演进的有机整体。 “动态维护”作为治理制度,标志着我 国的国土空间治理正从依赖周期性“蓝图重置”的静态管理模式,转向一个基于常态化“系统运维”的动态治理新时 代;“维护方案”使动态维护从分散的行政操作上升为具有明确治理指向的系统行为,要加强与经济社会发展规划的协 同,以近期规划作为载体,强化协同性和整体统筹。规划成果应超越原有的静态技术文件,构建不断维护调整的“成果 包”;小批量、多频次、随机性的“总图维护”需要构建能够快速响应符合国土空间总体规划、衔接详细规划、协同专项 规划的“总图”,在受控规则下进行动态更新与维护。
Abstract: The dynamic maintenance of territorial spatial master planning is an organic whole that evolves synergistically across three dimensions: institutional, administrative, and technical. As a governance institution, “dynamic maintenance” marks a shift in China’s territorial spatial governance from a static management model reliant on periodic “blueprint resetting” to a new era of dynamic governance based on routine “system operation and maintenance.” The “maintenance plan” elevates dynamic maintenance from fragmented administrative actions to a systematic behavior with clear governance orientation. It should strengthen coordination with economic and social development planning, use near-term planning as a vehicle, and enhance synergy and overall coordination. “Planning outputs” should transcend the original static technical documents and evolve into a package of outputs that is continuously maintained and adjusted. The “master map maintenance”, characterized by small batches, high frequency, and randomness, requires the construction of a “master map” that can respond quickly, conforms to the territorial spatial master plan, connects with detailed plans, and coordinates with special plans, enabling dynamic updating and maintenance under controlled rules.
