面向规划实施评估的超大城市国土资源分析评价 体系构建与研究* ——以上海为例

摘要: 国土空间规划实施评估是国土空间治理现代化的法定核心环节,也是超大城市破解资源紧约束、保障规划落地与资源 高质量利用的关键抓手。针对当前规划实施评估与自然资源评价相互脱节、超大城市规划实施缺乏全域全要素资源评 价体系支撑的核心问题,结合国际案例经验,以压力—状态—影响—响应(PSIR)模型为核心框架,聚焦以国土资源 为主的陆域自然资源要素,构建面向国土空间规划实施全周期的超大城市国土资源评价体系,并结合“上海2035”总 体规划2017—2022年实施周期开展实证分析,实现了规划实施评估与自然资源评价的深度融合,既为“上海2035”总 体规划的动态优化提供科学依据,也为全国超大城市国土资源高质量利用与规划实施评估体系完善提供参考。

Abstract: The implementation evaluation of territorial spatial planning is a statutory core link in the modernization of territorial spatial governance, and also a key instrument for megacities to alleviate tight resource constraints, ensure the delivery of planning outcomes, and advance the high-quality utilization of resources. Aiming at the core problems that the current planning implementation evaluation is disconnected from natural resources evaluation, and the planning implementation of megacities lacks the support of a full-domain and all-element resource evaluation system, this paper combines international case experience, takes the Pressure-State-Impact-Response (PSIR) model as the core framework, and constructs a land and resources evaluation system for megacities oriented to the full life cycle of territorial spatial planning implementation. Combined with the 2017-2022 implementation cycle of the “Shanghai 2035” Master Plan, this paper conducts an empirical analysis and realizes the in-depth integration of planning implementation evaluation and natural resources evaluation. The research not only provides a scientific basis for the dynamic optimization of the “Shanghai 2035” Master Plan, but also offers a reference for the high-quality utilization of land and resources and the improvement of the planning implementation evaluation system for megacities across China.
