国土空间规划体系下教育设施专项规划编制和实 施探索——以北京市为例
Exploration on the Compilation and Implementation of Educational Facilities Special Planning under the National Territorial Spatial Planning System: A Case Study of Beijing

摘要: 新的国土空间规划体系下，专项规划与法定规划的衔接关系尚不稳定，专项规划的工作组织、研究范畴、编制方法、成 果形式、规划实施等尚待进一步研究探索。北京作为首都，在本轮国土空间规划改革中先行先试，具有较强的创新和示 范性。基于北京市、区两级教育设施专项规划的编审和实施实践，对教育设施专项规划的研究对象、工作组织、工作思 路、成果内容、成果转化、统筹实施等方面进行研究，从编制准则、编制方法和规划实施3方面，总结本轮北京教育设施 专项规划工作的探索和创新点。以此为基础，提出新体系下专项规划工作开展的一般性原则，包括更加强调高位统筹、 方法创新、以人为本等。
Abstract: Under the new national territorial spatial planning system, the coordination between special planning and statutory planning remains unclear, requiring further research and exploration in terms of work organization, research scope, compilation methods, outcome forms, and planning implementation. Beijing, as the capital of China, has taken the lead in the reform of national territorial spatial planning, demonstrating strong innovation and exemplary capabilities. Based on the compilation, approval, and implementation practices of educational facilities special planning at both municipal and district levels in Beijing, this paper studies the research scope, work organization, strategic approaches, outcome content, outcome transformation, and overall implementation of educational facilities special planning. It summarizes the exploratory and innovative aspects of this round of educational facilities special planning in Beijing from three dimensions: compilation guidelines, compilation methods, and planning implementation. On this basis, this paper proposes general principles for carrying out special planning under the new system, such as emphasizing high-level overall planning, method innovation, and people-oriented principles.
