农民相对集中居住“原地平移”模式的实施路径 ——以上海市联一村为例
The Implementation Mechanism of “In-situ Relocation” for Concentrated Rural Settlements in the Context of Decremental Development: A Case Study of Lianyi Village in Shanghai

摘要: 在乡村振兴战略背景下，上海农民相对集中居住工作进入高质量实施阶段。针对超大城市近郊乡村在政策落地过程中 面临的行政条线分割、实施脱节、风貌断层等挑战，以嘉定区联一村为实证样本，系统剖析“原地平移”模式的实施路 径。研究发现，联一村通过构建“一体化统筹平台”，实现了从顶层制度设计到底层工程落地的全过程闭环管控。在设 计总控层面，通过规划、建筑与景观的深度协同，确立“1:1.5”宅田相融准则与“独立双墙”结构，并实施“老物件资 产化管理”，实现了水乡“林盘”肌理传承、风貌转译与乡愁还原。在建设总控层面，创新编制“实施总控施工图”，通 过多规合一的要素落图与时空协调机制，破解基础设施配套“九龙治水”的顽疾；同时引入“联合建设指挥部”与“村 民监督委员会”，构建从单向管理向多方共治的信任闭环。由此提炼出的“专业平台+设计总控+建设总控”实施方法 论，为存量背景下超大城市乡村振兴提供了可复制的路径参考。
Abstract: Under the rural revitalization strategy, the work of relatively concentrated rural settlements in Shanghai has entered a phase of high-quality implementation. Addressing challenges such as administrative fragmentation, implementation disconnection, and loss of traditional texture in suburban areas of megacities, this paper takes Lianyi Village in Jiading District as an empirical case to analyze the implementation path of the “in-situ relocation” model. The study reveals that Lianyi Village achieved fullprocess closed-loop control by establishing an “integrated coordination platform.” At the level of design control, through deep synergy among planning, architecture, and landscape, the project established the “1:1.5 house-to-field integration” criterion and the “independent double-wall” structure. Combined with “memory asset management,” these strategies successfully restored the “Linpan” (forest-settlement) texture and accurately translated human-centric needs into spatial forms. At the level of construction control, the “regional integrated construction control map” was innovatively developed. By integrating multiplan elements and coordinating temporal-spatial sequences, it solved the long-standing problem in infrastructure construction. Furthermore, a trust mechanism was established, shifting from top-down management to multi-party co-governance. The implementation methodology of “professional platform + design control + construction control” distilled in this study provides a replicable reference for rural revitalization in megacities in the context of decremental development.
