探索面向实施的市级生态绿地规划建设新机制 ——以三林楔形绿地为例
Exploring a New Mechanism for the Construction of Municipal Ecological Green Spaces: A Case Study of the Sanlin Wedge-Shaped Green Space

摘要: 三林楔形绿地是上海“十四五”期间市级生态绿地建设重点,将成为上海中心城区最大的生态绿地。从市级生态绿廊 规划实施过程中面临的问题出发,以三林楔形绿地建设为实证案例,系统论述成片规划目标确立以来,以地区总图为 抓手,创新搭建规划实施平台机制,推进三林滨江区域生态绿地全过程动态实施的项目实践。三林楔形绿地在生态功 能融合、风貌品质提升和区域土地价值实现方面均取得良好效果,为超大城市生态绿地建设提供了上海经验和示范 样板。
Abstract: Sanlin Wedge-Shaped Green Space is a key municipal-level ecological green space project in Shanghai during the 14th Five-Year Plan period and will become the largest ecological green space in Shanghai’s central urban area. Starting from the challenges encountered in the planning and implementation of municipal ecological green corridors, and taking the construction of the Sanlin Wedge-Shaped Green Space as an empirical case, this paper systematically discusses the project practice of dynamically implementing the whole-process construction of ecological green space in the Sanlin Riverside Area since the establishment of large-scale planning objectives. By taking the regional master plan as the starting point, an innovative planning and implementation platform mechanism has been established. Sanlin Wedge-Shaped Green Space has achieved remarkable results in integrating ecological functions, improving landscape quality, and realizing regional land value, providing Shanghai’s experience and a demonstration model for ecological green space construction in megacities.
