上海超大城市复合生态空间协同治理机制研究*

摘要: 城市生态空间是生态文明建设的核心载体。在资源环境紧约束与生态品质高需求双重压力下,上海正面临多要素空间 复合、功能融合的现实挑战。以“山水林田湖草沙生命共同体”理念为核心遵循,以协同治理理论为基础支撑,系统阐 释复合生态空间“要素—格局—过程—功能”耦合关联的内涵特征及其“生态+治理”双重营造逻辑,并深入剖析上 海实践中面临的空间冲突、社会缺位、过程脱节、制度壁垒等现实困境,提出“目标—主体—过程—制度”四位一体协 同治理框架,旨在为上海复合生态空间治理提供系统性解决方案,也为全球超大城市生态治理提供借鉴参考。
Abstract: Urban ecological space is the core carrier of ecological civilization construction. Under the dual pressures of tight resource and environmental constraints and high demands for ecological quality, Shanghai is facing the practical challenges of multifactor spatial and functional integration. Guided by the concept of “a community of life for mountains, rivers, forests, fields, lakes, grasslands, and sands,” and supported by the theory of collaborative governance, this study systematically explains the connotative characteristics of the coupling relationship among “elements-pattern-process-function” in composite ecological spaces, as well as its dual construction logic of “ecology-governance.” It further delves into the practical dilemmas faced in Shanghai, such as spatial conflicts, social absence, process disconnection, and institutional barriers. Subsequently, a four-inone collaborative governance framework encompassing “goals-subjects-processes-institutions” is proposed. The aim of this study is to provide a systematic solution for the governance of composite ecological spaces in Shanghai and offer insights for ecological governance in global megacities.
