摘要: 在全球知识经济时代，如何充分发挥大学的作用，实现大学和城市社区二者的协同共生已成为重要议题。基于美国20 世纪90年代起实施的COPC计划，探讨位于纽黑文市的耶鲁大学与其附近社区构建伙伴关系的成功案例；剖析大学和 社区在资源和需求方面的双向匹配模式，分析校园和社区构建伙伴关系的物质空间基础，并着重阐析该项目对于耶鲁 大学和德怀特社区（Dwight）发展的影响，即耶鲁大学在住房需求、经济发展、项目建设和社会振兴方面为德怀特社 区赋能，德怀特社区在提供理论和实践场所方面反哺耶鲁大学。结合我国大学与其周边社区关系的现状，总结COPC项 目在行政、组织、学术3方面的治理策略，以及基于14个维度的评估框架，以期为促进我国高校和社区建立长效合作机 制、高效高质推动城市更新提供理论参考和实践指引。

Abstract: In the era of the global knowledge economy, how to fully leverage the role of universities and achieve a synergistic symbiosis between universities and urban communities has been a key issue. Based on the COPC Program implemented in the United States since the 1990s, this article explores the successful practice of building partnerships by Yale University located in New Haven and its nearby communities. It analyzes the pattern of mutual matching between communities and universities in terms of resources and needs, and the physical and spatial base of the partnership between Yale campus and its surrounding communities; and further examines the impact of the program on developments of the university and the Dwight Community, that is, Yale’s empowerment to Dwight in terms of housing demand, economic development, project construction, and social revitalization, and Dwight’s support to Yale in providing theoretical and practical venues. Based on the current situation of relationships between universities and nearby communities in China, the article summarizes the governance strategies for universities in administrative, organizational, and academic aspects and an evaluation framework of 14 aspects. This will provide theoretical references and practical guidelines for fostering long-term effective collaboration mechanisms between institutions of higher education and their communities and promoting efficient and high-quality urban renewal.
