空间治理视角下超大城市存量产业区规划转型的 逻辑与路径——以上海市金桥—外高桥地区为例

摘要: 在国土空间全域全要素管控与超大城市存量更新深度推进的双重背景下,中心城传统产业地区普遍面临发展动能衰 减、产城空间割裂、客货交通冲突与社会治理碎片化等系统性困境。既有研究多聚焦微观空间设计或宏观战略,对在 平台化治理、刚弹管控与实施落地中的制度性价值挖掘不足。立足空间治理权配置与存量规划理论,以上海中心城金 桥—外高桥单元为实证对象,揭示存量产业区规划从“空间分配”转向“价值重塑”、从“蓝图管控”转向“治理平台”、 从“产城分离”转向“产城融合”的深层理论逻辑,系统提出产业底线锚固、空间网络重组、港城分治解序、人本品质 营造4大空间重构策略,提炼大数据职住平衡识别与政策包匹配、量化集疏运模型与空间腾挪、公共空间“微植入”与 土地出让协同3项技术—制度协同工具,为全国超大城市老工业区及开发区转型提供可复制的理论镜鉴与实践样本。
Abstract: Amid the dual context of comprehensive territorial spatial governance and deepening stock renewal in megacities, traditional industrial zones in central urban areas confront systemic challenges, including diminishing development momentum, fragmentation of industry-city space, conflicts between passenger and freight traffic, and fragmented governance systems. While existing studies predominantly focus on micro-scale spatial design or macro-level strategies, institutional innovations regarding platform-based governance, rigid-flexible control, and implementation frameworks remain underexplored. Drawing on theories of spatial governance rights allocation and stock renewal planning, this study takes the Jinqiao-Waigaoqiao Unit in Shanghai’s central city as an empirical case. It reveals the theoretical evolution of stock industrial zone planning from “spatial allocation” to “value reshaping,” from “blueprint control” to “governance platforms,” and from “industry-city separation” to “industry-city integration.” The research systematically proposes four spatial restructuring strategies: anchoring industrial baselines to safeguard development potential, reorganizing spatial networks for functional synergy, decoupling port-city conflicts through differentiated governance, and cultivating human-centric urban quality. Furthermore, it formulates three techno-institutional synergy tools: big data-driven jobs-housing balance identification paired with policy package customization; quantitative cargo collection and distribution models integrated with spatial readjustment; and “micro-implantation” of public spaces synergized with land transfer coordination. This study advances the theoretical framework of industrial renewal by demonstrating how governance platforms mediate between strategic visions and on-ground implementation, providing a replicable paradigm for transforming obsolete industrial zones and development areas in megacities nationwide.
