“两山”理念视角下的城乡共富实践思考 ——以宁波市为例

摘要: 基于“两山”理论，以宁波市为案例，探讨其在共同富裕目标下资源价值提升与转化的规划实践路径。通过分析宁波市“两山” 转化发展历程及核心问题，系统阐述其在生态资源保护修复、文旅休闲模式打造、农业共富模式创新、产业绿色转型，以及生态 资本交易等方面的实践经验，深入探究支撑这些实践的实施机制与制度保障体系，并对宁波模式进行总结反思，提出“两山” 转化建议，旨在为其他地区实现生态价值转化与共同富裕提供理论参考与实践示范。研究发现，宁波市通过系统性空间规划与 治理创新，有效破解了生态产品价值实现中的诸多难题，在推动城乡融合发展与共同富裕方面取得了显著成效。然而，针对国 家“两山”理念的整体要求，仍需进一步深化政策协同、优化制度设计，以实现更高质量的生态价值转化与城乡共富目标。
Abstract: Based on the “Two Mountains” theory, this article takes Ningbo as a case study to explore planning practice pathways for resource value enhancement and transformation under the goal of common prosperity. By analyzing the development process and core issues of the “Two Mountains” transformation in Ningbo, this paper systematically elaborates on practical experience in ecological resource protection and restoration, cultural tourism and leisure mode construction, agricultural common prosperity mode innovation, industrial green transformation, and ecological capital trading. It deeply explores implementation mechanisms and institutional guarantee systems supporting these practices, summarizes and reflects on the Ningbo model, and proposes suggestions for “Two Mountains” transformation, aiming to provide theoretical references and practical demonstrations for other regions to achieve ecological value transformation and common prosperity. The research finds that Ningbo has effectively resolved many difficulties in realizing ecological product value through systematic spatial planning and governance innovation, achieving significant results in promoting urban-rural integration and common prosperity. However, in response to the overall requirements of the national “Two Mountains” concept, it is still necessary to further deepen policy coordination and optimize institutional design to achieve higher-quality ecological value transformation and urban-rural common prosperity goals.
