低碳生态引领下的无锡生态城示范区控规及城市设计实践*
Low Carbon and Eco-led Regulatory Planning and Urban Design: A Practice of Eco-city Demonstration Area in Wuxi

摘要: 控制性详细规划是城市规划实施管理最直接的法定依据，是有效落实低碳生态发展理念的关键手段。结合江苏省无锡生态城示范区控规及城市设计实践，系统总结了空间布局优化、交通组织、生态建设、资源利用、节能减排、地块开发建设引导等方面落实低碳生态要求的具体做法。旨在抛砖引玉，希望“低碳生态”这一重大战略思想能够在规划编制领域得到更加全面、系统、深入的关注与探讨。
Abstract: Regulatory planning is the most direct legal basis for urban planning implementation governance. Meanwhile, it will be the key approach for realizing the idea of low carbon and ecology development effectively. Therefore, this article will introduce the approaches for responding the requirements of low carbon and ecology development systematically via the practice of eco-city demonstration area in Wuxi in several aspects, which will include urban spatial structure optimizing, transport organization, eco-settlement, resource utilization, saving energy, reducing carbon emission and block development .The article aims to invent the colleagues of urban planning aspect to force on and argue this vital concept idea of “low carbon and eco-development” comprehensively, systematically and deeply.
