码头及港口区改造的风险管理研究——以汉堡港口新城为例
A Study of Risk Management in Urban Planning Field of Port and Harbour Area——A Case Study of Hafen City in Hamburg

摘要: 汉堡的港口新城项目是欧洲近10年来最大的内城更新项目。从城市规划、城市开发与风险管理相结合的角度分析项目建设所做的风险管理规划。从项目应对自然风险、生态风险、社会风险及组织管理风险时所采取的策略及其成效展开论述，尝试分析风险管理在规划领域的实践意义。
Abstract: Hafen City in Hamburg is the largest inner-city renewal project in Europe over the last decade. Risk management planning of the project is discussed based on city planning, urban development and risk management view. This article analyzes the strategy adopted by the project in the process of coping natural risk, ecological risk, social risk and organization risk and tries to reveal the practical value of risk management in urban planning field.
