资源紧约束背景下上海城乡土地利用方式的转变*

Changing the Way of Shanghai Urban-rural Land Utilization under the Stringent Constraint of Resources

摘要: 分析了上海城乡土地利用方式现状与存的在问题，在借鉴东京、香港等国际大都市土地利用方式转变经验的基础上，提出了资源紧约束背景下上海城乡土地利用方式转变的基本思路：（1）土地利用的价值索取方式应从土地资本化转向土地社会化；（2）城市用地的空间扩张方式应从郊外低效的平面扩张模式转向多中心紧凑型发展模式；（3）城市用地的结构优化方式应从单一用途转向混合利用和类型转换；（4）城乡土地利用的效率提升方式应从资源和要素驱动为主转向低碳化和循环利用为主；（5）耕地保护方式应从严控数量为主转向提升产出效益为主。最后，探讨了机制创新和政策支撑等保障措施。

Abstract: This paper analyzes the current situation of Shanghai urban-rural land use and existing problems. Based on the experience of changing of land use the way in Tokyo, Hong Kong and other international metropolis, it proposes the following five basic ideas of Shanghai urban-rural land use under the stringent constraint of resources: (1) The mode of obtaining the value of land use should transform from land capitalization toward land socialization; (2) The mode of urban land spatial expansion should transform from suburban low-efficient plane expansion toward multi-center compact development; (3) The mode of optimizing urban land structure should transform from a single purpose to mixed use and type conversion; (4) The mode of increasing urban-rural land use efficiency should transform from resources and elements driven into low carbon and recycling; (5) The mode of protecting cultivated land should transform from controlling quantity toward increasing output efficiency. Finally, it presents some safeguard measures such as mechanism innovation , policy support.
