基于全球城市建设目标的上海滨海地带规划研究

摘要: 从全球城市发展要求来看,上海滨海地带目前存在着近海水域污染严重、土地开发利用程度低、海岸带开发建设综合效益低、滨海区域产业发展与江浙联系不强、海洋产业能级不高等问题,这与上海所处的工业化阶段、利益协调机制的缺失、滨海地带基础设施建设严重滞后、自然灾害风险高等原因直接相关。为此,上海滨海地带应规划以临港新城、海湾新城为中心的滨海城镇体系,构建以上海国际航运“后台”高端服务为核心、浙江散货物流、江苏盐化工为辅助的长三角海洋产业新格局,优化以洋山港为核心的大上海港口体系,暂缓启动横沙大港建设计划,建设以轨道交通、湿地碳汇库为核心的保障体系,为上海全球城市建设提供强力支撑。

Abstract: Based on the target of building Shanghai into a global city with the ability of allocation of global resources and strong international competitiveness and influence, this paper systematically sorts out the problem of development of Shanghai coastal zone: the serious pollution of coastal waters, the low degree of land utilization, the weak industrial connections with Jiangsu and Zhejiang and the low quality of coastal residents’ life. Thereafter, this paper analyses the reasons: the stage of industrialization, the lack of interestcoordination mechanism, the serious hysteretic infrastructure construction and the high risk of natural disasters. To achieve the target of constructing global city, we suggest that the Shanghai coastal zone should be planned to build into a coastal urban system with the Lingang-Haiwan city union as the center. And, a new marine industry pattern of the Yangtze River Delta should be formed with the background high-end services of Shanghai international shipping center as the “core”, the bulk cargo logistics of Zhejiang and sea salt chemical industry of Jiangsu as the “wings”. Furthermore, we suggest that the Yangshan Port should be achieved more focuses and become the core of the great Shanghai port system, the start-up of the Hengsha Port construction plan should be delayed, the security system based on the rail transportation and wetland carbon base should be built.
