城市总体规划实施评估的方法体系与研究进展

摘要: 城市总体规划实施评估方法是城市规划理论的重要组成部分。中国的城市总体规划实施评估工作已经获得了明确的法定地位，形成了较为丰富的研究成果与实践经验，但总体上仍处于起步阶段。基于评估理念、评估对象和评估技术3个维度，构建立体的实施评估方法体系，对中国城市总体规划实施评估的众多方法进行系统的观察分析和分类总结。评估理念维度的方法分为静态评估方法和动态评估方法，评估对象维度的方法分为实施结果评估方法和实施过程评估方法，评估技术维度的方法分为定量评估方法和定性评估方法。通过分类综述，认为静态分析与动态监测、实施结果和实施过程、定量和定性不同维度方法的结合与交互使用，更为多元复合的方法体系的发展是全面、客观评估城市总体规划实施的基础。
Abstract: Evaluation methodology of urban master planning implementation is an important component of urban planning theories . In China,urban master planning evaluation has achieved legal position, as well as abundant research achievements and practical experience.But on the whole, this study is still in its infancy. Based on the three dimensions, namely concept, object and technology of the evaluation, this paper tries to build stereo method system so as to analyze and summarize various evaluation methods. Corresponding to each dimension, these methods are divided into static methods and dynamic methods, outcome methods and process methods,and quantitative methods and qualitative methods. Through the classified review, a multiple and complex method system should be established by the interaction of methods on different dimensions. Only in this way can we lead to the comprehensive and objective evaluation of urban master planning implementation.
