生活圈构建视角下特大城市社区动态规划探索

The Exploration on the Dynamic Programming of Community in Megacities from the Living Circle Perspective

摘要: 在城市化和全球化的多重因素之下，特大城市在社会结构的流动性、多样性和异质性上不断增强，并伴随产生大量社会新问题。因而针对城市生活的基础载体，社区的各项规划近年来不断受到关注，国内学者普遍希望能尽快确定社区规划的法定地位并在特大城市中先行实践。然而受到相关机制、公众基础、土地供给以及资金保障等现实制约，社区规划的推广与法定化之路不可能一蹴而就。在实现其长效机制之前，研究探讨现阶段社区的渐进式规划应对措施，借鉴国际经验，以更能反映居住空间社会属性的生活圈为切入点，探索其理想模式与控制要素，探讨紧约束背景下社区物质空间的弹性高效供给，并尝试构建可循序推进、更易实施的社区长效更新机制，从而保障特大城市的宜居度提升与和谐发展。

Abstract: Under the multiple factors of urbanization and globalization, the megacities are constantly enhancing the mobility, diversity and heterogeneity of the social structure, and a lot of new social problems come into being. As the community planning has received more and more attentions in recent years, domestic scholars generally want to determine its legal status as soon as possible and to practice in megacities first. However, owing to the relevant mechanism, public foundation, land supply and financial security, the promotion of community planning can not be gained overnight. Before the implementation of its long-term mechanism, this study discusses the progressive community planning at this stage. Using the experience of other countries for reference, taking the living cycle of better reflecting the social attributes as a breakthrough point, it explores its ideal model, control elements and the elastic efficient supply of community space under the background of land constraints. This paper tries to build more progressive, easily implemented and long-term updating community mechanism, so as to ensure the livable degree and harmonious development of megacities.
