自主式村庄整治影响因素研究 ——乡村社会治理的视角
Study on the Contributing Factors of the Autonomous Village Renovation:From the Perspective of Village Society Governance

摘要: 当前开展的村庄整治和建设，大多依靠增减挂钩政策来完成，在短期内可迅速改变村庄面貌，但整治之后往往面临工业带动不足、农业发展萎缩等困境，不能很好地落实中央城乡统筹发展的战略要求。从乡村社会治理的视角，以河北省小弟八村自主式的村庄整治实践为案例，分析整治过程中自然、政策、经济、社会文化等方面的影响因素，探讨这些影响因素如何作用于村干部、村民的个人决策过程，并模拟出自主式的制度变迁过程，以期对激发乡村内生动力和乡村可持续发展的相关研究有所贡献。
Abstract: Most of the current ongoing renovation and construction of villages depend on the policies of "Linkage between Urban-Land
Taking and Rural-Land Giving ". But after renovation, these villages are faced with the problems such as industrial impetus insufficient, agriculture delvelop ment shrinkage and can't meet the demands of urban-rural integration development strategy. This paper takes a village of Hebei Province as a case of autonomous renovation practice to analyze how the contributing factors, such as nature, policy, economy and social culture, can influence the decisive process of rural leaders and villagers. Then a stimulation process of the autonomous institution evolution will be made to contribute to the relevent studies of endogenous power and sustainable development in village.
