多规融合导向的村域单元规划编制探索

摘要: 我国现行的乡村规划地位较低，编制体系也不健全，容易引发村庄建设与村域发展的脱节，弱化村庄规划的实施效力。以呼和浩特市水磨村村域规划为例，以多规融合理念为导向，探索自下而上的规划编制方法。水磨村作为自治区重点项目，涉及规划多，实际情况复杂，建设难度大；规划以土地利用为前提，合理整合了产业经济发展、村庄布点调整、空间景观建设、基础设施配套及资金平衡创新等要素，创造了“1+3”的规划编制体系，顺畅指导了水磨区域的相关建设，推动了村庄旅游发展，实施效果较好。
Abstract: The current rural planning in our country has low status and unsound system, which leads to the disconnection between village construction and region development, weakening the effectiveness of rural planning. This paper takes the planning of Hohhot Shuimo village as an example, to explore a bottom-up formulation oriented by integrated multiple plan, . As a major project of the Inner Mongolia autonomous region, Shuimo village is involved in many plannings, facing complicated situations. Based on land use, the Shuimo village planning reasonably integrates elements of industrial economic development, village stationing adjustment, spatial landscape construction, infrastructure facilities and capital innovation, has creating a planning formulation of "1+3" which successfully guides village constructoin and promotes the growth of village tourism.
