上海城市更新的新探索

摘要: 城市更新伴随城市发展的全过程，折射生活方式和城市发展方式的变化，是城市持续发展和繁荣的驱动者。上海一直处于城市更新的过程中。上海的城市发展面临新的机遇，也遇到新的挑战，必须转换模式；上海城市更新必须转变理念和方法， 探索一条城市更新的新路，形成中西结合、上海特色的“有机更新”。在“逆生长”模式下，发挥文化引领作用,提升城市内涵；发挥社区平台作用，完善生活圈功能品质；发挥市民主体作用，促进城市共享发展；发挥市场驱动作用，促进城市创新发展；以契约管理为抓手，创新城市治理机制，做好人本化、社会化、信息化、法治化4个方向的更新探索。
Abstract: Urban regeneration accompanies the whole process of urban development，reflecting changes in lifestyle and development mode of a city，which drives the sustainable development and prosperity of a city. Shanghai has been in the course of urban regeneration. The urban development of Shanghai is facing new opportunities and challenges. Shanghai has to change its mode of urban development and its principles and method of urban regeneration. It is necessary for us to explore a new approach for urban regeneration. In the ‘De-growth’ mode, ‘Organic Regeneration’ with Shanghai characteristics is based on a combination of western and eastern philosophies. Firstly, the leading role of culture is fully played to promote the connotations of the city; secondly, we will improve the functions of living circle based on the platform of communities; thirdly, citizens are taken as the main body, sharing the development of the city; fourthly, the driving role of the market is fully played to promote the innovation of urban development; Finally, we should innovate the mechanism of urban governance by contract management. The Four Directions of Our Urban Regeneration Exploration are humanization、socialization、informatization and legalization.
