慢发性技术灾害层面的规划实施评价*

摘要: 伴随着近几十年我国快速的工业化和城镇化,慢发性技术灾害已日益成为城乡许多地区面临的突出环境问题之一。对某些特定地区来说,从慢发性技术灾害层面进行规划实施评价已成为一种必需之举。分析了慢发性技术灾害层面规划实施评价的必要性和针对性,着重从产业符合性、规划合理性、规划符合性、规划有效性4个方面阐述了慢发性技术灾害层面规划实施评价的框架内容,并初步构建了慢发性技术灾害层面规划实施评价的指标体系。
Abstract: Along with the rapid industrialization and urbanization of China in recent decades, the slow-motion technological disaster has increasingly become one of the prominent environmental problems in many urban and rural areas. For some specific areas, it is urgently necessary to carry out the evaluation of planning implementation from the aspect of slow-motion technological disaster.This paper analyzes the necessity and pertinence of evaluation of planning implementation regarding the slow-motion technological disaster, emphatically expounds the frame contents of such evaluation in four aspects, and constructs a preliminary evaluation index system of planning implementation in the perspective of slow-motion technological disaster.
