从评选指标的演变审视“国家园林城市”的目标定位*

摘要: 创建“国家园林城市”是建设环境友好型社会的重要途径之一，能够有力促进生态文明制度体系的建设。针对不同时期“国家园林城市”评选标准中的综合管理、绿地建设、建设管控类部分指标呈现的变化进行分析，并探讨指标变化背后带来的问题，得出创建“国家园林城市”的评选内容朝多元化、宽泛化演变的特点，以及存在落实难、管理难、目标主线不清晰等问题。最后从4个角度提出了重新认识“国家园林城市”政策的途径和建议。
Abstract: The construction of the 'National Garden City' is an important way to build environment-friendly society, and will strongly promote the construction of ecological civilization policy system. Thus the changes of indexes on comprehensive management, green space construction and construction control indexes in different periods of 'National Garden City' policy are analyzed, and the problems brought about by the changes are discussed. Then it is concluded that the evaluatoin of the 'National Garden City' has the features of diversification and overabundance which will result in many problems such as difficulty in policy implementation and management,unclear object location. Finally the paper proposes approaches and suggestions to recognize the 'National Garden City' policy from four perspectives.
