基于生态安全的城市产业遗存再利用潜力评估*

摘要: 目前我国产业遗存再利用过程往往过于重视经济效益而忽视环境风险与治理成本,造成诸多生态安全隐患。首先明确环境安全是产业遗存再利用的首要前提,然后构建适于产业遗存再利用的潜力评估模型,并从自身特征与外部环境两方面确定评估因子、因子权重及评估准则。最后选取上海桃浦工业区作为试评估实验对象,结合污染程度与再利用潜力的评估结果,对其内部产业遗存地块再利用的适宜性与时序做出规划指引。

Abstract: At present, domestic reuse process of industrial remains often focuses too much on the economic benefits while ignoring environmental risks and treatment costs, resulting in a lot of ecological security risks. Firstly, this paper clarifies that environmental safety is the primary prerequisite for reuse of industrial remains, and secondly, it builds assessment model of potential adapted to reuse of the industrial remains, and from our own characteristics and the external environment, determines assessment factor, that is factor weights and evaluation criteria. At last, this paper, electing Shanghai Taopu industrial district as the testing and assessing subjects, combined with assessments of the degree of pollution and reuse potential, makes plans and guidelines for suitability and timing of reuse of land of industrial remains within the district.
