城乡统筹视角下的上海村庄产业发展规划研究

摘要: 新农村建设中，产业发展是关键，它关系到农民的切身利益，关系到城乡统筹的实现，关系到和谐社会的构建。村庄是统筹城乡发展和推进新型城镇化最基本的单元，在新的发展形势下，它与城市在信息、能量、能源等方面有多维的交流互动。上海村庄产业逐渐呈现多种经营，多种产业共同发展的趋势，需遵循一产转型、二产引导、三产联动的发展原则，采取依托区域、产业统筹；市场导向，左右联动；差异发展，因地制宜；尊重文脉，持续发展的发展策略，进一步健全完善顶层设计，因地制宜探索多元化的村庄产业发展模式和新型村庄发展道路。按产业形态将上海村庄分为农业发展模式、休闲产业发展模式、工商产业发展模式和综合产业发展模式。
Abstract: Industry development is a key factor for the New-Village development, which affects the core benefit of village residents, Urban-rural coordination, as well as realization of harmonious society. Village is the fundamental component for the development of urban-rural coordination and new type urbanization, and it has multidimensional interaction with city regarding information, energy and power. Village development in Shanghai has gradually form a pattern of coherent and interacting development by multiple industry sectors, it is therefore desirable to establish a guideline to promote transformation of primary industry, directional development of secondary industry, as well as coordinated development of tertiary industry. So it is essential to emphasize inter-regional coordination, as well as a locally customized, market and culture oriented, sustainable development pattern, combined with optimized top-down policy design, to establish comprehensive and innovative village development strategies. According to industry pattern, village development in Shanghai hence can be specialized towards a variety of directions including agricultural pattern, leisure industry pattern, business & industry pattern, as well as comprehensive industry pattern.
