沈阳铁西区十年发展回顾与反思

摘要: “东北振兴看沈阳，沈阳振兴看铁西。”铁西区是沈阳市乃至东北地区工业发展最集中的区域，在上一个10年的东北振兴过程中具有极强的典型性。以沈阳铁西区为研究对象，结合铁西区发展实际，选取政策、土地、资本、劳动力、技术5项核心指标为评价要素，系统而翔实地回顾了自振兴东北老工业基地国家政策提出以来铁西区的发展情况，并对成绩和问题进行了总结和反思，以期在当前东北新一轮振兴突围的背景下，为铁西区发展提供重要参考，也为其他相关地区的发展提供借鉴。
Abstract: Tiexi district of Shenyang is a typical industrial area in China. This paper takes it as the research object, accordingly selects policy,land, capital, labor, technology as five core indexes of evaluation and systematically reviews the development of Tiexi district since the proposal of ‘revitalization of northeast China’. Then it reflects on existing problems so as to provide important references for promoting the development of Tiexi district and other areas in the new round growth of northeast China.
