从“多规合一”视角谈我国城市总体规划改革*

On the Reformation of Urban Comprehensive Planning System: from the Viewpoint of ‘Multi-Plans Coordination’

摘要: 在新一轮城市总体规划编制及“多规合一”试点兴起之际,辨析当前的“多规合一”工作与城市总体规划编制的关系,进而对总体规划本身的定位、内容设定,以及总体规划编制审批程序等加以审视。“多规合一”的题中之义应是将“多规整合在一个框架内”,从而协调运作。在统一框架内,城市总体规划必须走向战略性——在“城市—区域”层面处理好与其他规划的全域空间发展关系,在城市和镇区层面与其他规划处理好空间界定和横向的管控分工关系。

Abstract: On the moment of revising the Urban Comprehensive Planning Schemes and carrying out pilot projects on 'Multi-Plans in One' nationwide, this paper analyses the relationship of 'urban comprehensive planning scheme' and 'multi-plans' created by different authority, and discusses the very nature and contents of comprehensive plan, as well as reviews the making and approval procedures of the plan. After the examination, the authors argue that the real meaning of 'multi-plans in one' is to put multi-plans in one framework, in order to achieve coordinated operation. Under a unified framework, the urban comprehensive planning efforts should focus on structural matters and provide strategic guidance for long-term and general urban development, and coordinate with other plans in city-region level; while in the built areas of a city or local town, either urban planning or any other sectary planning should work on its own designated spatial domain with well defied regulatory function.
