北京非首都功能疏解若干问题的思考

摘要: 功能疏解是治理北京“大城市病”的重要手段。通过深入梳理北京的城市功能体系的演化机制以及内部构成，提出了有针对性的功能优化、疏解和重组策略。首先根据全市就业情况分析了城市功能的基本状况，接着通过梳理建国以来城市功能的发展演变历程，分析了功能繁衍与城市增长的内在机制。随后基于对城市功能体系大的构成以及内部环节的划分提出了城市功能体系优化的原则，并对近期准备疏解的4类功能进行了详细解析。在此基础上，对功能疏解后的城市功能重组进行了展望。最后，从实施角度提出了确保功能疏解与重组顺利实现的政策机制。

Abstract: Dispersal of non-capital functions of Beijing is a general method in treating urban diseases. This paper gives several proposals related to innovative ideas in optimizing the function system by reviewing the development of urban function system of Beijing. Firstly, this paper analyzes urban function based on employment conditions. Secondly, it analyzes the mechanism of urban growth and function division. Thirdly, it puts forward several principles of the function system optimization on the basis of building structure in the function system, and gives four types of functions dispersed in the near future. Finally, the article puts forward implementation strategies of dispersal and reorganization of functions in Beijing.
