摘要: 交通区域差别政策是将交通系统总体发展策略落实到分区域发展方案的重要手段。基于上海市中心区、外围区、中心城周边地区以及新城等4类区域人口、岗位及用地特征的差异,分析了4类区域交通需求、供给与运行特征的演变,研判了面向2040年各区域交通发展趋势及面临的关键问题,从而有针对性地提出各区域差别化交通发展的目标、模式和引导策略,给出轨道交通、常规公交、个体机动化交通及慢行交通的发展路径和关键措施。研究成果不仅为上海2040城市总体规划的交通战略明确了分区域发展的思路与重点,也可为其他大城市制定交通差别化策略提供可比较、可借鉴的范例。

Abstract: Transport differential policy is an important tool to specify and implement the urban general transport strategy at the sub-region level. Based on the spatial difference of population, job and land use characteristics at the central area, peripheral area, center city surrounding area and new town of Shanghai, the evolution of transport demand, supply and operation in these four areas were analyzed. The trends of transport system development and the challenges which the four areas are expected to face in 2040 were investigated too. Accordingly, the different transport development objectives, modes and strategies for the four areas were further put forward. Detailed measures for enhancing the rail transit, bus transit, personal motorized mode and pedestrian & bicycle transport in the four areas were given to guide the future development of Shanghai passenger transport. Findings of this research are helpful to specify the ideas and emphasis for transport system strategy of Shanghai 2040 Plan. They also provide a valuable reference for other big cities to regulate transport differential policy.
