加强重点地区控规编制的前期规划研究——香港落马洲河套地区规划研究案例借鉴
Emphasizing Planning Study before Regulatory Planning of New Development Area: a Case Study of Planning Study of Hong Kong Lok Ma Chau Loop

摘要: 结合香港落马洲河套地区规划研究案例，学习借鉴香港新发展地区控规法定图则编制前期规划定位研究、方案编制过程中的一些成熟有益的理念、思路和方法，包括：重视规划研究过程规程；强调全过程公众参与，注重对公众意见的反馈落实、多元的公众参与沟通渠道、通俗易懂的公众参与成果形式；注重编制研究过程中专题研究和技术评估支撑等。结合上海规划实践，提出加强控规编制的前期规划研究，提高规划编制科学性的几点认识和体会。
Abstract: In the case of planning study of Hong Kong Lok Ma Chau Loop, the paper summarizes the successful concept, practice and experience of new development area planning in Hong Kong, including emphasizing the planning study process, public engagement, the technical assessment and so on. It provides a good reference for improving the quality of regulatory planning of Shanghai new development area.
