慢发性技术灾害工业用地的规划修复*——基于美国工业用地修复实践的研究

摘要: 工业用地所引发的慢发性技术灾害给城镇居民的健康以及地方生态环境带来严重危害,目前发达国家对于慢发性技术灾害用地的治理与修复已经取得一定成效。基于美国近40年污染工业用地修复的实践,探讨了美国工业用地修复的主体、资金、技术策略以及再开发因素。并选择了3个不同背景、条件与规模的污染工业用地修复案例详细阐析,案例研究表明,慢发性技术灾害工业用地的修复是多主体、跨专业协作努力的过程与结果,规划及早介入修复与再开发过程,可以在其中发挥重要作用。研究可为我国大量慢发性技术灾害工业用地的修复提供借鉴和参考。

Abstract: Slow-motion technological disasters caused by industrial land use are harmful to the health of residents and local ecological environment. The developed countries have made certain achievement in the cleanup and remediation of slow-motion technological disastrous land. Based on the American remediation practice of industrial land in the past four decades, this article explores the major factors,such as agents, costs, technology strategies and redevelopment modes of remediation of industrial land or sites suffered from slow-motion technological disasters. The case studies indicate that the remediation of industrial land exposed to slow-motion technological disasters is a process and outcome of concerted efforts by multi-bodies and from trans-discipline, in which urban planning can play a significant role. The article takes three cases of different backgrounds,conditions and sizes,to offer some references for mass restoration of such sites with slow-motion technological disasters in China.
