城市更新中的规划创新——汉堡港口新城规划编制与项目建设的衔接与互动

Innovation of Inner-city Planning Inspired by the Coordination of the B-Plan and Project Development in Hamburg Hafencity

摘要: 详细规划是控制空间生成、促进高效开发、保障城市品质的重要手段。20世纪末，汉堡市提出建设港口新城，成为欧洲最大的内城更新项目，其开发与规划程序、实施策略和技术手段的创新对项目成功起着关键影响。作为德国城市规划核心要素的建造规划，在该项目中起着承上启下的重要作用。解读该项目建造规划，对上海市在城市更新时期转向内涵式发展、更新式发展，利用详细规划促进开发高效化、公共空间优质化、规划控制精细化等方面具有启示意义。

Abstract: Detailed planning is an essential measure to control open space, promote efficient development and ensure environmental quality. At the end of 20th century, Hamburg city started the Hafencity project, which is considered the largest inner-city development project of Europe, in which the innovative way of planning procedure and development strategy worked as an important factor of its success. The B-plan is the key element of current German planning, and serves as a connecting link between urban design and construction. The Analysis of the B-plan in Hafencity is helpful to inspire our way to deal with the problems in Chinese mega-city such as Shanghai. Use the detailed planning to make the development more efficient, the open space better and the management more precise.
